Job Description:

Impact of Results
Duties:
Under the supervision of the Head of Planning and Coordination Unit, the Senior National Humanitarian Affairs Officer will perform the following tasks:
1.Assist in the coordination of humanitarian assistance in the context of Ethiopia by supporting the Inter-Cluster Coordinator in strengthening coordination mechanisms and by attending cluster and working group meetings as needed;
2.Provide support to Inter-Cluster Coordinator for preparing agenda/briefing pack for regular ICCG meetings, prepare first draft minutes for ICCG meetings and follow-up on action points as required;
3.Provide support to Ethiopia Humanitarian Country Team EHCT by supporting the preparation of agenda/briefing pack for EHCT meetings, prepare first draft minutes of meetings and follow-up on action points as required;
4.Assist in establishing or strengthening partnerships with Ethiopian government authorities and humanitarian actors to promote joint or collaborative emergency response and preparedness activities;
5.Facilitate and ensure appropriate coordination and information exchange regarding cluster activities and other partners working on humanitarian operations in Ethiopia.
6.Provide support and contribute to the development of the Humanitarian Needs Overview and the Humanitarian Response Plan;
7.Provide support to OCHA sub-offices by assisting in coordinating sub-national ICCGs as needed and facilitating communication and information-sharing between sub-national and national levels; including travel to field offices and preparing training sessions if required.
8.Partner with other humanitarian agencies to plan and evaluate humanitarian and emergency assistance programmes and help to ensure those latest findings, lesson learned, policy guidelines etc. are incorporated into these activities, including gender-related considerations;
9.Undertake and provide support to technical assistance and other field missions, e.g. participate in inter-agency multi-sector field trips to undertakein-depth reviews of specific coverage areas coordination mechanism;
10.Contribute to the preparation of various written reports, documents, and communications, e.g. draft sections of studies, background papers, policy guidelines, briefings, presentations, etc., provide up-to-date analysis on trends and developments on the humanitarian situation in the country;
11.Provide support in the collection of information on humanitarian developments and relief programmes;
12.Support advocacy initiatives on humanitarian concerns and issues (protection of civilians, funding gaps, specific vulnerabilities);
13.Maintain the OCHA contact directory for inter-cluster and relevant government counterparts;
14.Perform other duties as requested by the Inter-cluster Coordinator.

Job Requirements:

Education: Advanced University Degree in the area of social science or a related field is a requirement.
Experience: Minimum five years of direct relevant working experience with the UN, NGO, or government agency is required. A thorough understanding of the relief, social, economic, and political situation in Ethiopia, excellent communication, report writing & analytical skills are necessary. Necessary personal qualities should include diplomacy, tact, integrity, and the ability to work effectively in a multi-cultural environment, under pressure, and sometimes in arduous ciarcumstances.
Language Requirements: Fluency in written and spoken English is essential. In addition proficiency in one or more official languages at the duty station will be an asset.
